Pre War
During 1915 Owen attended the Armadale Primary School. On 11 Dec 1926 he married Elizabeth Amina Mundy (1904 - 1981) in Beverley. Elizabeth died on 28 Jun 1981 in Pingelly.

War Service
Enlisted at Popanyinning on 7 May 1942 in the 10th (Narrogin) VDC Battalion. On 28 Jul 1942 he was appointed Lance Corporal, and then Corporal on 13 Jan 1943. From 22 July until 5 August 1943 he attended training courses in Narrogin. Owen was placed in reserve on 31 Jul 1944 before being formally discharged on 15 Oct 1945.
