Pre War
Cecil joined the Western Australian Government Railways on 4 Dec 1916 as a Cadet, earning £50 per annum. This increased to £176 in November 1920 when he was promoted to Clerk, paid £209 p.a. In October 1939 he was Officer in Charge of the Assets Section, paid £510 p.a. On 29 Dec 1948 he was promoted to Acting Secretary for the Railways with a stipend of £1,360 p.a. and his promotion was confirmed on 18 Aug 1849. On 18 Feb 1952 he was made Acting Deputy Commissioner for Railways, and from 1955 he was the Commissioner for Railways. It appears that yet another restructure resulting in his position being titled Senior Administrator, with periods as Acting Deputy Commissioner during the period 1962 - 23 Apr 1965 when he retired.

During 1928 Cecil married Beryl Sibert in Northam. They had two children.
