Francis enlisted in the Volunteer Defence Corps at Armadale on 22 Mar 1942 and was allocated to the 2nd (Fremantle) VDC Battalion. He was promoted Corporal ('D' Company Signals) on 1 Jul 1942 and between 9 Jan and 23 Jan 1943 he attended a Signals course in Northam camp. He was transferred to the Reserve on 1 May 1945.
