This new HQ element was formed in August 1945 from the 1st Base Sub Area then in Brisbane, with a detachment on Morotai. The HQ element moved to Morotai with the 1st POW Contact & Enquiry Unit to join with the 7th Australian POW Reception Camp and the 8th Australian POW Reception Camp before they all moved to Manila in the Philippines to Manage he recovery of POWs returning from Japan. Other support units included a Cash Office, Postal unit, Provost troops and a workshop element.

In Manilla the 7th Australian POW Reception Camp handled UK ex-POWs while the 8th Australian POW Reception Camp handled the Australia ex-POWs. By November 1945 all POWs had been recovered and the units either disbanded or retuned to Australia.
